Is it really "grossly unfair"?

Is it really "grossly unfair"?
Social housing providers up and down the country have been criticized for "unfairly favouring" B&Q with home improvement vouchers and courses for their tenants. What do you think?
It's unfair on other retailers - the vouchers should be usable anywhere
I agree with the housing providers - this solution is the simplest and most cost effective
It's unfair if the councils are given a bigger discount/incentive by B&Q than they would be by anyone else
None of the above (why? - leave your comment on the story)
